The Transportation Agency for Monterey County held its first annual Transportation Excellence Awards on January 22, 2003. The event was held to honor those who have made outstanding efforts to improve transportation in Monterey County. |

Alma Almanza
Former Chair of the Social Services Transportation Advisory Committee:
Ms. Almanza lobbied for years for South County bus transit service, and played a key role in the eventual provision of that service during the week and eventually during weekends. Her efforts were instrumental in obtaining legislation that would require Amtrak connector busses to carry disabled persons even when those riders were not connecting to trains. She is a fierce advocate of persons with disabilities and has regularly attended the Transportation Agency for Monterey County's Board meetings to speak up for issues that are important to her. |

Marlys Maher
Citizen Advocate:
Ms. Mayer has provided countless hours of service to the Transportation Agency for Monterey County’s Citizens Advisory Committee and Bicycle Pedestrian Advisory Committee. Her efforts have helped improve the quality of transportation facilities funded and supported by the agency. |

Salinas Bikeways Plan
James Serrano, City of Salinas and the Salinas Bicycle and Pedestrian Advisory Committee:
This comprehensive plan is recognized for its extensive network of planned bicycle projects. The plan covers the entire city showing existing and planned bike routes, thereby serving city residents plus visitors, approximately 140,000 people. Mr. Serrano and the Salinas Bicycle and Pedestrian Advisory Committee led the effort to develop this important plan. |

Carmel Route 1 Climbing Lane
“The Red Team”, led by Supervisor Dave Potter and Caltrans District Director Gregg Albright, with Monterey County Public Works and Planning staff and consultants:
The Carmel Route 1 Climbing Lane project was one of the outstanding projects constructed in Monterey County to provide critical spot improvements to a highly congested state highway. The project went from initial funding to construction in 12 months due to a unique partnership between county officials, state agencies and private consultants. The “red team” met weekly and included many players: Tom Gray of Rancho San Carlos LLC/Santa Lucia Preserve Developments (funding), Ken Whitson & Rich Weber of Whitson Engineers, Inc. (design); Jeff Foster & Josh Harwayne of Denise Duffy & Associates (environmental review); Larry Perlin, Mary Erchul, & Jonathon Keoughan of Nichols Consulting Engineers (construction management); Nick Nichols and Lew Bauman of Monterey County Public Works Department and Mike Novo & Taro Echibaru of the County Planning Department; County Counsel Adrienne Grover and Deputy County Counsel Wendy Strimling; and, the Caltrans team headed by David Silberberger, design project manager and Dan Miller, construction project manager. This state-local agency partnership was a successful model that is now being used on other projects in Monterey County. |

Monterey Salinas Transit
Line 23 South County Connection:
Identified as an “unmet transit need”, bus service to cities in south Monterey County is now a reality. The Line 23: South County Connection provides bus transportation between King City, Greenfield, Soledad, Gonzales, Chualar and Salinas. South County residents now have access to school, jobs, training, medical appointments, and shopping in Salinas (with connections to the rest of the County). |

City of Monterey
Sand Dunes Bike Path:
A new link in the Monterey Bay Coastal trail, the Sand Dunes Bike Path eliminated pedestrian-vehicle conflicts at the busy Canyon Del Rey intersection in Seaside and Sand City. This bike path also improved the surrounding dune habitat with new native species plantings and revitalization. The result is a facility that not only promotes bicycling and walking, but also improves the environment. City Engineer Rich Deal received the award on behalf of the City of Monterey. |

Monterey County Supervisor, Lou Calcagno
Outgoing TAMC Chair:
Incoming Transportation Agency for Monterey County Chair, Salinas Councilmember Jyl Lutes joined the entire Transportation Agency Board of Directors in recognizing Supervisor Lou Calcagno for leadership of the Transportation Agency Board in 2002. His tenure was marked by efforts to fully fund the US 101 Prunedale Bypass project and his success in building a regional consensus in support of top priority highway projects.
