Fort Ord Reuse Authority Fee Update

| The Transportation Agency for Monterey County has completed a coordinated effort with the Fort Ord Reuse Authority (FORA) and AMBAG to update the list of transportation improvements that FORA development fees contribute funding toward. This process is being coordinated with Transportation Agency's proposed Regional Development Impact Fee program to provide a thorough analysis of countywide transportation needs, upon which the Transportation Agency for Monterey County ’s 14-Year Improvement Plan is based. The FORA development fee is an important piece of this regional funding plan. | ||||||||||||
The Fort Ord Base Reuse Plan requires FORA to fund and/or construct the share of transportation improvement projects, both within and outside of the former Fort Ord, that is shown to be FORA’s responsibility for building based on an analysis of the amount of future traffic that Fort Ord area redevelopment will generate. This FORA “obligation” is accounted for within the fee that FORA collects from new development within the former Fort Ord area to pay for infrastructure upgrades that are needed to serve new development in the former Fort Ord, and is further reflected in FORA’s Capital Improvement Program. |

In 1997, the Transportation Agency for Monterey County sponsored the study that analyzed FORA’s share of regional transportation improvement project costs against which FORA’s infrastructure fees for transportation are directed. The FORA Capital Improvement Program acknowledges the need to update the list of FORA-fee eligible transportation improvements to reflect changes in area land use, development, and transportation plans that affect what FORA’s transportation obligations are. |

The Transportation Agency for Monterey County has now re-analyzed FORA area transportation impacts on roads across the county to update FORA’s list of financial contributions and capital improvement projects. This analysis provides TAMC with a comprehensive picture of the county’s transportation needs, which will focus
the Transportation Agency for Monterey County ’s efforts to secure the remaining funding needed to construct projects in the 14-year Funding Plan, reduce congestion, and improve the mobility of Monterey County’s residents. The FORA fee relocation study was approved by the TAMC Board on March 23rd, 2005 and approved by the FORA Board on April 8, 2005.
